Title : Tells now reach you on Discord

You can now link your Tsunami account to Discord and trade tells with
players from there.

Linking
discord link gives you a link (good for 15 minutes); open it and
log in to Discord. Linking again replaces the old link.
discord unlink removes the link.
discord shows whether you are linked.
Discord links made before today still work.

On Discord
Once linked, tells to any of your characters also arrive as a direct
message from the Tsunami bot (Jabberwock), with a Reply button.<r> From Discord you can also:
/tell <player> <message>
/reply <message> (answers the last player whose tell reached you)
or send the bot a direct message: tell <player> <message>,
reply <message>, or a Discord reply to one of its tells.
Tells you send from Discord are marked (discord). They follow the same
rules as in-game tells: ignore lists apply, and a player who is not
logged in finds them in 'tell /offline'.

Turning it down
setenv allow_discord_pm 2 only while you are not logged in
setenv allow_discord_pm 0 never
When your tell also goes to someone's Discord, you'll see
"Your tell was also sent to <name>'s Discord."

The old 'discord verify' still works and now does the same as
'discord link'.
