Ok evil eye has been switched up a bit. For starters, it now supports
throwing actions :) I.e throwing shurikens, firing arrows, etc.

Second, it does not not go off upon movement now.

Third, it is only 1/2 effective vs combat.

It stayed the same in regards to active skills/spells/etc.

Oh and you cant evil eye toads anymore :)
