One of Tsunamis master assassins noted that their quicken/furor didnt seem
all that much better than normal quicken but caused them to take more
damage.
I looked into it and there was a hardcap in place that a ninja would hit
probably pre-hero. I adjusted the hardcap to a soft cap. As a result you
should see an improvement under furor and also probably quicken at higher
levels.
