Encampment now functions differently. While a warlord can
never gain full benefit from camping, being up late worried
about the welfare and morale of his/her men, their army gains
great benefit from encamping - a great deal more than anyone else.
I've also buffed the base heal a little. It could be useful
in wars, for teammates and such.
