Did some cleaning in make code.

It should now only display one message even if you
create multiple items, both for the user and to the
room (for people in the room that can bypass stealth).

It can now only be used to create a small limit number
of items (it is limited by total skill level / 40 which
is about 5 items at hero level). This number is limited
by current sps and the minimum is one item.

One item is instant (this has not changed)

Multiple items take a full beat (so the ninja cant run
around and create multiple items per heartbeat)

Ninjas can no longer create muliple items in war.

Each item cost 15sp (this has not changed but the help
doc was displaying 20sp)
