Title : Account-wide tell /last

'tell /last' now shows the tells of every character on your account, not
just the one you're logged in on (idea 14003, thanks Streak!).

- Tells for one of your other characters are marked with its name, e.g.
[Alt] Bob told you: hi
- Only you can see this. Nobody else learns which characters are yours,
and replying is still a normal tell from whichever character you're on.
- 'tell /last here' shows just the character you're on.
- Names and amounts work as before: 'tell /last Frug 100'
- Offline tells are now kept against the charcter they were sent to,
instead of whichever character you read them on.
- During a war you only see the current character's tells, the same as
/offline.
- 'tell clear!' clears this character's history, 'tell clear! all' clears
every character on the account.

The new history starts from today, so older tells won't show up in it. See
'help tell' for details.
