As a down-payment on this momentous and groundbreaking change,
only hero level characters can complete the quest "Horror of Leng"
from now on. You may not complete the work with one character and
then hand over the proceeds and completion to another (this is hard-
coded into the quest).

Expect this to be the same for any Kyldiss, and indeed any hero
puzzle quest in the future.
