Title : necro test changes

Several adjustments for those testing Necros:

-You must be lvl 19 to cast lich
-You must have a pc corpse that you killed to cast lich
-Liches get nightvision
-Liches may not use the bank
-Liches may use lockers
-Liches get only partial effectiveness from heals
-Liches burn through orbs faster

-Skeleton is resisted and will fail occasionally
-Skeleton's no longer spam your tell log
-Skletons cannot be replied to

-Spectre is now resisted and will fail occasionally
-Spectre numbers adjusted

-Deathgrip is harder to resist

-Gravbind should always credit you with a kill
