Russeldog's change to improve war rewards has inspired me to follow suit;
as such I've renamed the "Global PK Bonus" tied to the number of pks per
boot to be the "Global PVP Bonus", and the bonus will start with a value
based on the number of kills in the previous shutdown war (and continue to
increase with PKs, as it does currently.) War kills are weighted more
heavily.

While I may adjust details here, consult the following table for how th
bonus would play out:
