OK, changed these up a bit.

The chance of each type of war is now proportional to the number of
people who vote for it. For example:

15 MUD war
10 FIELD war
5 MAP war

translates to:

50% chance of MUD war
33.3% chance of FIELD war
16.7% chance of MAP war

If anything receives 0 votes, it has a 0% chance.
