Title : heal shop change

Heal shops now have an addition option to set for heals. A heal
will either use or not use an action (meaning you can only use
one heal per round and can't cast/pray/etc the same round that
you use a heal).

Heals that use an action cost 10% less than the standard cost,
heals that use an action cost 10% more (thus action heals are
20% cheaper than non action heals).

For shop owners, to change the setting enter config for the item
and type 'action'. This will switch between action and no
action each time you enter the command and the cost for the
item will be updated.

Shp owners will not be able to purchase any additional stock
on heals until they reconfigure the items. This is due to
the cost change require for the action / no action heals.
