In the last month or so, there has been much resistance to the the mirror
change that made viewing a target an aggressive action.

There were a couple reasons Yoshi made that change, but prime among them
was the fact that people were using such devices as a method of pestering
targets with messages. While this spam has been a banishable offense for
some time, it was frequent enough to make it cumbersome to deal with.

The problem with this solution is that viewing is one of the more
'skill-based' or at least 'knowlege-based' methods of pking or stealing
and this change made it vey difficult to use effectively.

On top of this, it's rather rediculous to consider viewing someone as
detrimental to a target. In general we try to keep aggressive actions
focused to actions that are actually...umm....aggressive.

In view of these issues, I've made the following adjustments to mirrors
and other sources of location:

- They no longer cause aggressiveness
- They no longer notify the subject

This will make these methods of location very powerfull as a means of
pking, but considering we already have such methodologies as summons,
gates and vortexes I don't believe the mud community will suffer overly.

This is a PK mud afterall and I'd prefer to encourage the techniques that
require a bit of skill or knowlege rather than force people into ruts.
