War experience multiplier capped at 20 for now. Also a new method of
warvoting - once the mltiplier hits 5* the war vote will change from
requiring 3 votes to cause a war, to 3 votes to _delay_ the war. We'll see
how that goes for now. If you notice any issues let me know.
