When targeted with a peace skill there is now a cooldown to when you can be
hit with one again.
Also changed alot of npcs so they dont spam certain skills as often,
ghouls will no longer try to cast ghoul touch every round once their hp
goes below 30% for example.
If any bugs pop up or if I missed anything, let me know!
